[attributes] The module 'compiler' does not build as is using maven

Hi

The compiler module of attributes has a dependency on javadoc in its 
project.xml file. That dependency is commented out. Because of this you 
can't build attributes. If the comment is removed it builds OK.

Is there a reason why this dependency is commented out? The dependency 
has a version of 1.4 so it might have something to do with Java version 
compatibility.
