* Add an explanation to Vote mode

The `DOWNLOAD_PAGE` issue is more difficult because we collect that value on the same form, so cannot display it in the preview. We discussed moving the collection to the release creation form, and are now considering more extensive project validation before a release can be created. This item is now superseded and tracked by #1449 instead.
