[I] [C++][Parquet][CMake] Remove a workaround for Windows in FindThriftAlt.cmake [arrow]

   ### Describe the enhancement requested
   
   We have a workaround for Windows in `FindThriftAlt.cmake`:

   We want to remove this workaround.
