[PR] Cli build system openapi generator cli [polaris]

MonkeyCanCode opened a new pull request, #3306:
URL: https://github.com/apache/polaris/pull/3306

   ๐Ÿ“– See https://github.com/apache/polaris/blob/main/CONTRIBUTING.md for more.

I created https://github.com/apache/polaris/commit/259413cdd9326a0bce9d886f987b499d01f7b122 to downgrade openapi-generator-cli to 7.12.0 as that is highest we can go based on our openapi spec for polaris api. But I think renovate bot picks it up again and reverted the change (https://github.com/apache/polaris/pull/3298). Thus, updated the renovate config to disable this update.
