    Summary: Improve javadocs and post to web site  (was: Improve javadocs)

Once we are finished imporving the javadocs for 1.4 we need to put them on the web site.  Seems like I remember reading about a way to put a tarball of javadocs in Aapache CMS when we were first setting up the web site, but I do not remember where.
