remove drivers/ from new branches

Per previous discussions, the drivers should be removed from the newly created 1.x branches.  The attached patch (to follow shortly) removes build and test from build.xml.  The remaining bit would be to perform the actual svn rm, and the merge or merges, complete with whatever magic arguments are necessary to ensure that doesn't propagate upward to trunk (yet).
