Performed manual rolling upgrade from 2.2.7 -> 2.3.0 using Ambari (#VERSION_NUMBER=2.1.0-1900)

After upgrade, Falcon was not writing log into the falcon.application.log. 

The conf dir (upgraded 2.3.0) did not have the following conf files from 2.2.7:

1. log4j.xml
2. prism.keystore
3. falcon_env.ini
