ResourceBundle's not working in XSP

I've been trying to come up with an answer as to why ResourceBundle's are
not working in XSP since Cocoon 1.6 was released and I still can't figure
out what would cause it.  No matter what configurations I use, the XSP pages
always give a MissingResourceException at compile time.

Anyone have any insight?  It's really strange because any other java objects
are fine.  Could it be the custom classloader doing something weird???
