Rolling a tarball.

I have the beginnins of a script that will roll our tarballs for us.  I am
still perfecting it, but currently, it checks out from CVS correctly, does
all the setup required to create a tarball, and it creates both the .gz
and .Z tarballs.  It still requires that the user sign the tarball
themselves, and the user must copy the tarball into the dist directory
itself.

Once the script actually works, I will commit it to CVS.
