In INSTALL, it says
  :0fw: spamassassin.lock
  | /home/user/bin/spamassassin

Well, man procmailrc says $HOME/bin is on its default $PATH already.
Therefore mention that, and just say

  :0fw: spamassassin.lock
  | spamassassin

will still work fine!
