Problems parsing accenated characters

Hi ,
	I am using Xerces parser (1.4.3). I am not able to parse a charcter
genetrated with key combination ALT+660(ANSII Value 246).My xml file is in
encrypted form	(UTF-8 Encoding).The Dtd validator is rejecting this
character(Saying Parser error Document is not valid).Please pardon me if
there is a basic issue.I have just 	started looking into parsers.
