> When a descriptor is deployed with discovery configuration, the cluster configuration monitor will begin monitoring the referenced cluster. If that descriptor is subsequently undeployed, and there are no remaining descriptors referencing that same cluster, then the monitor should stop monitoring that cluster configuration.
