The system in this case if an Oracle Niagara T5220 UltraSPARC T2 server
running entirely up to date Solaris 10 with Oracle Studio 12.5 dev tools 
which are also the latest release. My existing Apache 2.4.23 systems are
all running fine with previous builds using apr-1.5.2 and apr-util 1.5.4
so this is an oddity but seems to be a false message. Regardless, it does
happen. 

So the essential environment bits are :

Testing is horrifically slow as we are well into hour 6 now and no end in
sight.
