Java Config elements override samplers

Summary: Java Config elements override samplers
           Product: JMeter
           Version: unspecified
          Platform: All
               URL: http://http://
        OS/Version: Other
            Status: NEW
          Severity: Major
          Priority: Other
         Component: Main
        AssignedTo: jmeter-dev@jakarta.apache.org
        ReportedBy: sebb@apache.org

The Java Samplers do not process configuration defaults correctly.

If there is a Java configuration element present, then all the values are taken
from that, and none of the sampler values have any effect.

There is a work-round - don't use the Java config elements - but this is not
ideal, hence the severity.
