Problem Description:

Rapid succession of page reloads will eventually cause Tomcat to have a very
slow response time. Use the page at:
http://www.jeministries.org/tomerror.jsp
Using Internet Explorer (see NOTE below), reload this page over and over in
rapid succession by clicking the reload button on the toolbar while holding
the control key. This forces the browser to not use the items in its cache,
very important. Also, hit the reload button before the page completely loads.
Warning, you may need to reload a lot, but it will eventually happen. The
secret is to reload before all the images load.
NOTE: I tried to get this to happen using Internet Explorer on Win98, but I
could only get it to happen using my Windows XP Professional IE (completely
different underlying threading schemes?). Either way, once the server gets
into the bad state, requests from any OS's browser hang or are very slow.
