Just a quick check - Before sending fop-devs on a "wild goose chase": Are you absolutely certain this is really a FOP issue, and not related to the issues reported with the font itself? (see github - "Issues" tab, which has one that mentions "Adobe Reader fails to extract Noto Sans CJK from a PDF")
