XALANC-728 new review code

Samuel,

I have placed your code into JIRA. [XALANC-728]

You might also look at the file I submitted - it gives examples on how to
add classes to the XALAN C++ namespace and also some memory management
notes.

Steven,

I looked at the code you submitted.
You added the XalanDateTimeDefinitons header defining plataform
independence to our code. It header include the PlatformDefinitions one,
that defines values for specific variables for each machine.

Thanks,
Samuel Queiroz
