Limiting processes on a per user basis

Hi

We have a limited number of users on our system, but it currently 
seems that each user can spawn 5 child processes.

My question is can I use the m(X) parameter in the 
/home/user/.spamassassin/user_prefs file to limit the number each 
user can spawn?
