[DISCUSS] Revisiting documentation

This thread is destined for the following topics:

- how should documentation look like in the source distribution
- improvements for documentation on the new website
- ways to split documentation in a way that it is easier to follow and
understand
- documentation maintenance
- additions for the developer documentation on top of the user doc
