textinput elements are not being displayed in RSS portlets

RSS Portlets are not displaying the element textinput.  I believe the
problem is in the WEB-INF\xsl\rss.xsl file.  RSS.XSL is expecting
<textinput> to be a child of <rss> not <channel>
