error: file is not under version control

When I try to add a certain file to version control, I get this message:

org.tigris.subversion.javahl.ClientException: svn: '/some/path/file.txt' is
not under version control

To which my reaction is, well no its not, that's why I'm trying to add it.
I am using Eclipse/Subclipse. I have did a refresh on the view and clean up
on the project. What is wrong?

As I said, I am using subclipse, so I haven't done anything on the command
line. If I right click on the directory, the menu item "Add to version
control" is greyed out, so I guess it is already in version control, though
I didn't do anything explicity to make it so.
