[I] [CI] Set include-what-you-use to detect unnecessary headers [iceberg-cpp]

It would be great if we set up a GH action to detect unnecessary header inclusions. I tried but failed, so I’m creating this issue to record it.
It would be great if someone familiar with IWYU can help.

I would like to work on this. Plan: add an include-what-you-use CI job with the necessary mapping/config, starting in advisory (non-blocking) mode so it surfaces include issues without failing the build initially. Will disclose AI-assisted authoring in the PR per the Iceberg AI-contribution guidelines.
