The KIP requires metrics to be collected and emitted to broker over OTLP format. The client telemetry reporter acts as a central piece to manage lifecycle of all telemetry components.

 

The changes should include:
 # Implementation of ClientTelemetry reporter binding together all components.
 # Placeholder to implement telemetry updater. 
 # Supporting classes.
