yarn pre commit build has gone crazy

It looks like the yarn pre commit build has gone crazy and is stuck rebuilding the same two JIRA over and over again.

https://builds.apache.org/job/PreCommit-YARN-Build/

https://issues.apache.org/jira/browse/YARN-2 is up to 9 or 10 duplicate builds and

https://issues.apache.org/jira/browse/YARN-135  is up to 17+

I could disable the yarn-precommit build, but I think the issue is in the part that launches the builds that I am not as familiar with, aka I know nothing about.

Could someone take a look at it?
