Log:
Add a new target "reqjardist" that builds a ZIP file containing
the ./lib/*.jar and ./endorsed/*.jar files.
This may simplify WSS4J deployment because no need to get
the required jar from somewhere else. For the licenses please
have a look into the ./legal directory.
