valid xml on server

I am compelled to publish valid xml files that contain a doctype with a
public and system identifier. These are updated in-situ on the server via
the WebDav protocol. Even when parser.validate = false in cocoon.properties
the dtd file (also on the server) is accessed. If I remove the doctype
element altogether processing times are reduced by a factor of 10.
Am I doing something wrong here?
