   postgresql: report gtm connection failure to alarm checker
   My timezone is Asia/Shanghai

   连接postgresql 的时候，不定时发生连接数据库的错误。比如子流程50个task，有5个左右会发生连不上数据库的情况，而别的task连的都是相同的库。我的是3.0.0

   When connecting to postgresql, an error connecting to the database occurs from time to time. For example, if there are 50 tasks in the sub-process, about 5 of them will fail to connect to the database, while the other tasks are connected to the same database. mine is 3.0.0
