   ### Description of PR
   In our prod environment, Observer NameNode also have high QueueTime, but ProcessingTime is low. 
   After tracing and found the root cause is Rpc ReQueue.  
   So I thinks we should add a metric to quantify the number of reQueueRpc. And It will be helpfully for us to locate this abnormal case.
