Roboto is a font distributed by a person/organisation outside of the Apache Software Foundation.  The Apache License you refer to is a widely used open source license that while created by the Foundation can be freely used by anyone.

This issue tracker is for issues specifically pertaining to software created and distributed by the Apache Software Foundation itself.  We cannot provide you with specific help on licensing questions for software distributed under the license by a 3rd party.

I would strongly recommend you contact the relevant 3rd party who distributes that font directly with your question
