cube segment

hi，kylin group! I hope that kylin can provide the function of segment's
management  in later versions，or can you provide some ways to develop this
feature myself.

https://issues.apache.org/jira/browse/KYLIN-2884 enables the segment
delete. Please have a check. Any contribution or suggestion is
welcomed.
