Cocoon 2.1.1

What are the chances that 2.1.1 will not use any snapshots of the components
it uses?

Unfortunately, near 0% because 2.1.1 is slated for release tomorrow. 
The chances that a future 2.1.x won't use snapshots is much better. 
Which specific components (I'm presuming you mean external dependencies) 
are you looking at?
