JDK 20 Build 21 added new locales - https://jdk.java.net/20/release-notes

specifically through https://cldr.unicode.org/index/downloads/cldr-42

These locales (raj, bho, bgc) need to added to https://github.com/apache/solr/blob/main/solr/modules/hadoop-auth/src/test/org/apache/solr/security/hadoop/KerberosTestServices.java#L201
