Current invalidation functionality only invalidates the resource in cache and does not actually delete it from cache.  Tenants sometimes need the ability to fully remove an object from cache.

Build an API which allows users to fully purge/delete objects which operates similar to the current invalidation API.  

We recognize that wildcards may pose technical issues with purge based on the way that objects are stored via url hash.
