I was just looking at the {{setup.py}} file and saw the dependency on {{babel}}.

The thing is, it doesn't look like Airflow is directly dependent on Babel itself. See: https://github.com/apache/incubator-airflow/search?utf8=%E2%9C%93&q=babel

I propose to remove this dependency plain and simple.

I'm creating a PR for that.
