[Release Plan] Apache Jackrabbit Oak 1.22.11

Hi Team,

I plan on cutting the release for 1.22.11 a bit ahead of schedule due
to the need for an urgent fix
(https://issues.apache.org/jira/browse/OAK-9587) included in this
release by a consumer project.

Following are the issues included in this release -
https://issues.apache.org/jira/projects/OAK/versions/12351262.

I will start the release process by tomorrow. Please let me know in
case there are any concerns.
