The footer in site.cgi [1] contains the following text:

Copyright &amp;copy; 2017 ...
Apache&amp;reg;, the names of ...
{quote}

i.e. the entities have been escaped.
On other pages e.g. [2] the footer works OK.

It looks as though maybe this is related to the way cgi pages are processed?
I've not been able to work out how to fix it.
