I've attached a patch for build/patches/win/APR/locks/win32/thread_cond.c.
As Rana suggested in "[drlvm]kernel test" discussion, we should round up milliseconds when converting them from microseconds.
H-2204_updated and h-2204_apr_thread_cond patches should be committed. Please ignore H-2204 as it is outdated.
