As a admin, he should be able to call the createNetwork API with vlanId='untagged' and create isolated networks (with no-isolation) in the advanced zone. Network sub-system is designed to create guest networks on top of physical network with VLAN's required, there is service layer validation that is preventing creating networks with 'untagged' isolation.
This should be useful to users (like [1], [2]) who does not want to go through the hassle of setting up vlan on the switches, or want to do network segmentation with multiple physical networks.
