Raising priority and specifying fix in 2.2.0 as this will be a stumbling block for IBM interoperability. IBM DFDL doesn't implement encodingErrorPolicy='replace', only 'error'. That means until we fix this, no schema that specifies encodingErrorPolicy can be portable.
