meetings deleted from OM after their end time send cancel event

I've noticed that when events are deleted from the calendar in the OM interface a cancel calendar event is sent out to all participants, even if the end time of the meeting has already passed by several hours.
To replicate:
Create event in OM calendar to start and stop at an arbitrary time.
Delete the event in OM calendar after the previously set stop time has elapsed.

This is by design, guests are being notified on meeting deletion
