I updated http://www.apache.org/dev/project-site.html to better match current practice, including a brief intro on how svnpubsub works for site deployment.
Brian, that's basically what the svnpubsub-based mechanism does. The live project sites are served by separate web servers based on static content from a specified folder in svn. Instead of directly accessing the svn server (which is troublesome for various reasons), the web servers use local checkouts that are automatically kept up to date using a publish-subscribe mechanism based on svnpubsub.
In this case we want the live web servers to serve the content from .../incubator/cordova/site/public at http://incubator.apache.org/cordova/.

It's svnpubsub that's needed here. Cordova has set up their own site build described in [1] and want to just publish the generated static site.
I did a bad job explaining the difference between svnpubsub and the full CMS, which led to this confusion. Unfortunately I couldn't find a good www.apache.org/dev resource describing the svnpubsub option.

Apologies, new here, I did not know svnpubsub existed until 15 mins ago. We are working under the, quite possibly horribly incorrect, assumption that this is a redirect or perhaps a symlink. I'll tell you what we're gunning for.
