specific page localizations

How do you do localizations that specific to a page (particuarly without
having any .jwc files)? Specifically I am trying to localize
contrib:Table column headers. I have a page /admin/Sites and I tried
putting Sites.properties in the same location as Sites.html but that
didnt work. I pasted the properties into my application .properties and
that did work. I also tried putting Sites.properties in WEB-INF but that
did not work either.

There is currently a JIRA issue open for this. The easiest thing to
do is to create an essentially empty page spec.
