I would think that Axis2 would examine the implementation class to get the operation, just like Axis1 does.
Perhaps the title should be "Getting the operation implementation details *FOR* the WSDL"

Description doesn't seem consistent with the title .. it should be that the service.xml should have a way to say tha the operations are to be obtained from the WSDL, instead of forcing the user to list them in the service.xml file.
