[VOTE] Proposal for WSRF 1.0 release

Since the 1.0 beta release of WSRF in May, the dev team has been working 
to improve the project docs and Javadocs, improve and firm up APIs, and 
upgrade to the latest versions of XMLBeans and Axis. The project is now at 
a nice stable place and the time is ripe for a 1.0 release. Please cast 
your vote in favor of a 1.0 release. Here's my +1.
