people.apache.org usage

hi folks!

Our documentation still often refers to people.apache.org.
http://bval.apache.org/release-setup.html

But this server got decomissioned or at least switched to sftp only.
So do we still use it for anything?

If not we should update our docs and remove people.a.o references.
