allow_frontend_register option behavior

Hello Sebastian,

Ono in our user list has proposed to modify the current behavior of
*allow_frontend_register* option and allow to create users via SOAP with
this flag turned off.

This is not the only request to implement this ...
Can I apply the patch provided by Ono? Or should I create another config
option (something like: allow.create.soap.users)

I have just noticed that should i might to register this issue to JIRA
with the path?
