[PR] chore(naming): rename Apache Steward → Apache Magpie; add DOAP [magpie]
potiuk opened a new pull request, #593:
URL: https://github.com/apache/magpie/pull/593
## Summary
- Complete the project rename from **Apache Steward** to **Apache Magpie**
across the framework — display name, GitHub slug (`apache/airflow-steward`
→ `apache/magpie`), Python package (`apache-steward` → `apache-magpie`),
wire markers, the `STEWARD_*` / `APACHE_STEWARD_*` env-var namespace
(→ `MAGPIE_*` / `APACHE_MAGPIE_*`), and the `tool.steward.checks` config
key (→ `tool.magpie.checks`). Drops the former-name / pending-rename
framing from NOTICE, README, AGENTS.md, CONTRIBUTING.md, and pyproject.
- Adds an Apache **DOAP** file (`doap_Magpie.rdf`).
- The **upgrade skill now performs the `apache-steward` → `apache-magpie`
migration automatically** for every adopter (moves the user config dir,
rewrites settings path refs + the `tool.*` key, re-adopts the snapshot)
and prompts for the env-var / live-marker changes it can't reach. The
`steward` name now survives only there, as the source side of the rename.
## Type of change
- [x] Skill change — `skills/setup/upgrade.md` migration behaviour
- [x] Tool / bridge contract — `agent-guard` env-var namespace (`MAGPIE_*`)
- [x] Cross-cutting (RFC, AGENTS.md, …)
- [x] Documentation (`README.md`, `CONTRIBUTING.md`, NOTICE, RFCs)
- [x] CI / dev loop — `tool.magpie.checks` in workspace-check + pre-commit + tests.yml
- [x] Other: project DOAP file
## Test plan
- [x] Affected suites verified manually under `uv run`: `agent-guard` (50),
`preflight-audit` markers (41), `skill-and-tool-validator` (257) — all pass.
- [x] `prek` hooks green except `workspace-pytest` / `workspace-mypy` / `doctoc`,
which aren't provisioned in the authoring sandbox (no member venvs / no
network) — the full pytest + mypy matrix runs in CI on this PR.
- [x] `check-placeholders`, `skill-and-tool-validate`, `ruff check/format`,
`markdownlint`, `typos`, `lychee` all pass.
- No skill *behaviour* eval fixture added — the upgrade.md change is a
naming-migration doc, not a new gated mutation.
## RFC-AI-0004 compliance
- [x] **HITL** — the migration's destructive step (config-dir move) is guarded
(never clobbers); env-var / live-marker changes are prompted, not auto-applied.
- [x] **Sandbox** — no new host access.
- [x] **Vendor neutrality** — placeholders preserved; `check-placeholders` green.
## Linked issues
<\!-- add a rename tracking issue here if one exists -->
## Notes for reviewers
- `steward` deliberately survives in exactly two tracked places:
`skills/setup/upgrade.md` (the migration zone — old name as the *source*
side of the rename) and `skills/contributor-nomination/assess.md` (the
English phrase "act as a steward of the repository").
- Three local pre-commit hooks (`doctoc`, `workspace-pytest`, `workspace-mypy`)
were skipped via `SKIP=` because those tools aren't installed in the authoring
sandbox; CI covers them.
