MetaCarta structured the schema management code so that it would automatically perform upgrades at schema installation time, should an older version of the schema be in place at that time. This general structure is fine, but the upgrade code included in the software grant is applicable only to previous MetaCarta releases of this software, and should be removed.

Resolution: Fixed
Also converted the install methods to have a standard form, which will make overlaying back-upgrade code at MetaCarta doable with a minimum of fuss.
