Thanks for working on this!  I'm not familiar enough with neon to
comment there, but you should definitely run this by Joe on the neon
list.  Since some API changes are included, there may be special
requirements on how to handle them, and, of course, he would need to
approve and apply any neon patches.

The changes look fairly minor on the Subversion side (so far), but
depending on how the neon API changes, we'll probably need some
#ifdef's to maintain compatibility.

Once it is in place, this will pave the way for improved automatic
auth handling -- thanks again for pursuing it, I'm looking forward to
testing a more complete patch!
