Dear openmeeting users and Maxim, When I tested the email sending function in OM 3.1.1, I also found an issue here. A new user registered in front page can receive a system email after changing key 26 "sendEmailAtRegister" value from 0 to 1 on configuration page.
But even I set the key 27 "sendEmailWithVerficationCode" value to 1, the email is received without activiation link which means a user can immediately login without activating his account. This issue was not existed in OM 3.0.7. Can anybody help to confirm? Thanks, Wentao

It is definitely doesn't matter
I would check server logs and server folders for incoming outgoing emails
Additional place to check: DB table email_queue

Does it matter whether frontend registration is available or not? My assumption is that it does not matter.
